Joseph Sandri headshot

Joe Sandri is a seasoned executive and legal and regulatory expert with over 30 years of experience in telecommunications, spectrum management, and environmental research and development and advocacy. Mr. Sandri oversees Environmental Health Trust’s (EHT) legal strategies, regulatory compliance, and policy initiatives aimed at reducing exposure to harmful environmental toxins, particularly electromagnetic radiation from wireless technologies.

Mr. Sandri’s professional journey reflects a unique combination of technical expertise and legal acumen. He holds a Juris Doctor from The Catholic University of America’s Columbus School of Law, with a Certification from the Institute for Communications Law Studies. He earned his Bachelor of Science in Journalism from the University of Maryland College Park, a foundation that fostered his strong communication skills and ability to navigate complex regulatory landscapes. During law school he interned at the Federal Communications Commission’s Mass Media Enforcement Bureau and also at the Office Policy and Program Planning. After law school, Mr. Sandri worked in private practice for a prominent Washington, D.C. law firm, where he represented Fortune 100 companies in telecommunications and spectrum management matters.

Throughout his career, Mr. Sandri has held executive roles at several publicly traded telecommunications companies. Most notably, he served as Co-President of FiberTower Corporation, a key player in 5G infrastructure development, which was successfully acquired by AT&T in 2018. Prior to that, he was President of IDT Spectrum, where he oversaw the commercialization and management of wireless spectrum assets (which are now 5G millimeter wave band licenses held by Verizon Wireless). His leadership at these companies positioned him as a key figure in the evolution of wireless communications and spectrum management, further solidifying his expertise in the technical and regulatory challenges surrounding broadband deployment and electromagnetic safety.

Currently, Mr. Sandri is the Founder and CEO of Thought Delivery Systems, Inc. (TDSI), a technology company that develops scalable solutions in the telecommunications and environmental sectors. TDSI’s mission reflects Mr. Sandri’s commitment to addressing systemic challenges through innovative technologies, particularly in broadband deployment, environmental services, and media. Under his leadership, TDSI’s Cardinal Communications division focuses on 5G infrastructure and precision spectrum exposure measurements, while other divisions explore cutting-edge solutions in software development and environmental science. These efforts align with his work at EHT, where he advocates for safer environmental practices in the rapidly advancing telecommunications industry. 

Mr. Sandri is also co-founder and COO of The Balance Group​The Balance Group’s work is designed to advise governments, NGOs and funds on how to compete on safety to protect industry, humans, flora, fauna, and the environment from preventable environmental harms. The Balance Group’s advocacy seeks to ensure that satellite and terrestrial broadband and other radio-frequency transmission networks and software systems are subjected to proven, peer-reviewed science, to reduce systemic risks to industry, human beings, and the environment.  Some of The Balance Group’s leadership in defining the future requirements for satellite mega-constellations has been reported in the book, The Urgent Need for Regulation of Satellite Mega-constellations in Outer Space

In addition to his corporate leadership, Mr. Sandri is actively involved in several organizations that bridge technology and public service. He is President Emeritus and a long-standing board member of the National Spectrum Management Association, an international association dedicated to efficient spectrum use and management. NSMA’s work supports both industry and government in developing guidelines for the responsible use of spectrum, a mission that aligns closely with Mr. Sandri’s regulatory and legal focus at EHT. He is a member of the Bar of the District of Columbia and the U.S. Supreme Court Bar.  He is also a member of the Institute of Electrical and Electronics Engineers (IEEE), further underscoring his technical expertise in radiofrequency engineering.

Mr. Sandri’s dedication to environmental conservation is demonstrated through his service on the board of the Archangel Ancient Tree Archive, an organization committed to propagating, archiving and reforesting the world’s oldest and largest trees and their DNA (www.AncientTreeArchive.org). He is President of the Friends of the Ecosystem Restoration Movement, a 501c3, which was formed in 2024.  Additionally, he serves on the Advisory Council for Ecosystem Restoration Communities, where he contributes to global efforts to rehabilitate degraded ecosystems and promote regenerative environmental practices.

Prior to law school, Mr. Sandri worked as Sports Director and Sports Anchor for CBS television affiliate WRBL-TV, honing his skills in communication and media relations. This diverse background, combined with his legal and technical expertise, makes Mr. Sandri a dynamic leader in regulatory affairs, capable of navigating the intersection of technology, public policy, and environmental health.

At Environmental Health Trust, Mr. Sandri’s deep understanding of telecommunications law and his commitment to public health guide the organization’s efforts to advocate for precautionary approaches to wireless technologies. His work focuses on ensuring that industry advancements in broadband and wireless communication are balanced with public safety, helping EHT shape policies that reduce harmful exposures and promote healthier environments.
